Stephen is currently the Executive Director of R.L. Banks & Associates, one of the oldest and most respected railroad consulting firms in the world. He has over 30 years of railroad experience in operations management, strategic planning, safety, and security. In the aftermath of 9-11, he was instrumental in drafting the Rail Industry Security Plan which is still in effect today. He has held senior positions with Conrail and the American Short Line and Regional Railroad Association and has worked closely with FRA, TSA, and FTA on regulatory matters dealing with safety and security.
