Peter F. Roe has extensive experience in the field of transportation security as well as significant achievement in building and leading progressive security and law enforcement organizations. Mr. Roe has provided expert security consultation, training and technical writing services to numerous professional organizations, including Amtrak, the United States Department of State, and the United States Department of Homeland Security/Transportation Security Administration.  He was the initial Branch Chief of the Surface Transportation Security Inspections Service at the US Transportation Security Administration. In this capacity, he led DHS efforts to create and build the first national surface security inspections and assessments team at TSA. He was instrumental in the development of a wide variety of TSA security assistance and assessment programs for surface transportation, including the internationally acclaimed Baseline Assessment for Security Enhancement tool used to assess post 9/11 security programs on the Nation’s largest one hundred transit systems.  Mr. Roe’s accomplishments at TSA also include developing America’s initial security action item assessments conducted by TSA security inspectors on all U.S. Class 1 freight rail systems. The program assesses the risk of toxic inhalation hazardous materials being transported through U.S. high-density urban areas.  Mr. Roe was also instrumental in establishing TSA’s Surface Transportation Security Training Center at the US Department of Transportation’s Emergency Response Training Center in Pueblo, Colorado.  He has provided expert testimony before Congressional Committees staff on surface transportation security issues and has extensive public speaking experience.  Prior to joining TSA, Mr. Roe served as Special Agent in Charge of the NASA Office of the Inspector General; Chief Inspector for the Amtrak Office of the Inspector General; Special Agent in Charge for the Amtrak Police Criminal Investigations Division; and as a police officer with the Fairfax County, Virginia, and New York City Police Departments.   He maintains a current TS/SCI clearance.
