NCHRP  20-59(36)  Managing Catastrophic Transportation Emergencies: A Guide for Transportation ExecutivesThe research objective is to develop a Guide for preparing transportation agency executives and senior leaders to assume their roles and understand key decision points in preparing for, preventing, responding to and recovery from catastrophic emergencies, including those in which transportation systems are affected.  NCHRP    20-59(43)  Incorporating Transportation Security Awareness into Routine State DOT Operations and TrainingThe research objective is to develop a guide for incorporating transportation security awareness into routine state DOT operations and training. The research team recognizes that mainstreaming all-hazards security training in transportation agencies today poses a real challenge. The research effort will be focused on identifying means to enhance or add to the training, operations and exercises state DOTs and other organizations are currently doing or performing.  The material will be prepared in a guidance format that works within the frameworks that already exist and provides scalable and adjustable programs that allow DOTs and similar agencies to tailor the CURRICULUM AND INFORMATION to their needs.  (Link)

ROUTE RISK ASSESSMENT ONE ROUTE RAILROADS

The Police and Security Committee of ASLRRA and its associate member Countermeasures Assessment and Security Experts (CASE) are pleased to present this follow on article describing the development of a route risk assessment methodology more suitable to the needs of the short line and regional railroad industry. As reported in Secure Tracks, first quarter of 2011, with the assistance of CASE the short line and regional railroads presented a convincing argument to the Federal Railroad Administration (FRA) that the existing Rail Corridor Risk Management System (RCRMS) is too cumbersome and is particularly of no use to one route railroads. This convincing argument was a result of an industry wide template review conducted by 27 short line railroads that in essence proved to the Government that there is indeed a better way to handle route risk assessment for all Class III railroads and for many Class II railroads as well.
