Ernest R. Fazier Sr. ESQ

Chief Frazier has had a distinguished government career with over two decades with the National Railroad Passenger Corporation (Amtrak) Police Department, including ten years as Amtrak’s Senior Vice President of Safety and Security and Chief of Police. In this role, he was responsible for overseeing the police force that secures the United States’ nationwide rail network that serves over 500 destinations in 46 states and the District of Columbia.

Chief Frazier also served as Director of Public Safety for the new Castle County Department of Public Safety in Delaware. In this capacity, he held direct responsibility for the provision of public safety, including emergency communications, paramedic services, and emergency preparedness and response to an area of approximately 450 square miles and with a population in excess of 550,000.

Chief Frazier is a respected researcher and technical writer on the topic of safety and security. He has contributed to security-related research activities of the National Academy of Sciences (NAS), Transportation Research Board (TRB), National Research Council (NRC), and the Transit Cooperative Research Program (TCRP). Chief Frazier is also the principal researcher and investigator of Public Transportation Passenger Security Inspections: A Guide for Policy Decision Makers, of which the second edition, Security 1010: Physical Security Standards and Guidelines for Transportation, was published in 2009. He is a member of the American Public Transportation Association (APTA), American Short Line & Regional Railroad Association (ASLRRA), International Association of Chiefs of Police (IACP), and American Society for Industrial Security (ASIS).
